Why ECR is not like the rest of Chennai

East Coast Road runs south from Thiruvanmiyur along the sea, through Kottivakkam, Palavakkam, Neelankarai and Injambakkam, and on past Akkarai and Uthandi towards Mahabalipuram. Many plots here sit only a few streets from the beach. That is the appeal. It is also what makes building here different.

Three things shape every ECR house. The coastal zone rules that decide whether, and how much, you can build. The salt in the air that attacks steel and concrete. And the sand under the plot. Our team checks all three before anything is drawn.

Coastal Regulation Zone: check this first

Land within 500 metres of the High Tide Line falls under the Coastal Regulation Zone (CRZ) rules issued by the Union environment ministry. Inside that band, what you can build depends on how your stretch of coast is classified in the approved Coastal Zone Management Plan, and on where your plot sits in relation to the shore and to existing roads and buildings.

In practice, the older built-up parts of ECR are treated differently from open stretches further south. Some plots close to the beach face tight limits on what can be built, or cannot be built on at all. Others may need a recommendation or clearance linked to the Tamil Nadu State Coastal Zone Management Authority as part of the approval. The rules have been revised more than once, so we do not rely on what applied to a neighbour's house years ago. We confirm the current position for your plot with the authority.

Before you buy, ask the seller for the plot's distance from the High Tide Line and any earlier CRZ clearance or approval on record. If nobody can give you a clear answer, treat that as a reason to pause, not a detail to sort out later.

The other approval question is simpler. Kottivakkam, Palavakkam, Neelankarai and Injambakkam are within Greater Chennai Corporation limits. Further south along the road, plots move under local bodies and the approval route changes. Our team confirms which applies before drawings start. For the document side of buying, our plot verification service covers title, patta and encumbrance checks.

Salt air: protecting the structure

Sea air carries chlorides. Over the years they work into concrete and reach the steel inside. The steel rusts, swells and cracks the concrete from within. On older seaside houses you can see it in cracked sunshades, spalling balcony slabs and rust stains on the ceiling. Repairs are costly and they rarely end with one round.

The Indian concrete code, IS 456, treats concrete exposed to a coastal environment as a severe exposure. That calls for a richer, denser mix, a lower water-cement ratio and more concrete cover over the reinforcement than an inland house would need. On ECR our structural design follows that, and we control it on site:

  • Concrete grade and cover exactly as the structural drawings specify, with cover blocks checked before every pour.
  • Proper curing, for long enough, because poorly cured concrete stays porous and lets salt in faster.
  • No untested borewell water for mixing or curing. Groundwater near the shore is often brackish, so we use water that has been tested.
  • No sea sand in concrete or plaster, ever.

The same thinking runs through the finishes. Window frames in UPVC or powder-coated aluminium. Stainless steel for railings, hinges and exposed fittings. Exterior paint systems meant for coastal exposure. Mild steel gates and grills rust quickly here unless they are galvanised and painted, and even then they need regular upkeep. Our guide to building materials explains the trade-offs between options.

Sandy soil and shallow water

Most ECR plots sit on sand. Sand drains well, which helps in heavy rain. But loose sand can settle under load, and close to the sea the water table is often only a few feet down. The soil test tells us how dense the sand is and where the water sits. From that, the structural engineer chooses the foundation, whether isolated footings at a suitable depth, a raft or another type. Digging below the water table needs dewatering, and the sump needs full waterproofing to keep salty groundwater out of your drinking water storage.

Wind is the other factor. Open seaside plots take strong winds during cyclones. We pay attention to terrace parapets, sunshade projections, overhead tank supports and large glass openings on the sea-facing side.

What an ECR house costs

Many owners here build larger homes or villas, so this is how our four packages work out on a 2,500 sq ft built-up house:

PackageRate per sq ft2,500 sq ft (approx.)
Basic₹2,199₹55 lakh
Standard₹2,399₹60 lakh
Premium₹2,699₹67.5 lakh
Ultra Luxury₹3,199₹80 lakh

These figures cover construction at the package specification. Approvals and any CRZ process, the soil test, compound wall, sump and interiors are extra. If the structural design for your site calls for coastal upgrades beyond the package, we show them as separate lines in the estimate before you sign, so nothing appears halfway through. If you are planning a larger home, our page on individual villa construction covers layout and design choices.

How we build on ECR

  1. Site visit. Our team sees the plot, its position relative to the shore, the access road and the buildings around it.
  2. Plot and document check. Title, patta and encumbrance, plus the CRZ position and which local authority applies.
  3. Soil test and coastal design. Concrete grade, cover and waterproofing set for a seaside site, not copied from an inland drawing.
  4. Approval. With Greater Chennai Corporation or the relevant local body, along with any coastal zone step your plot needs.
  5. Stage-wise construction. A daily progress report with photos at every stage, and payments released stage by stage as work is completed.

Start with the plot's coastal position

Among builders in ECR, the real difference shows a decade later, in slabs that are still sound and railings that have not rusted through. Whether you already own a plot or are close to buying, share the location and survey details with us. Our team will tell you what the coast means for that plot before we price the house. Choosing builders in ECR on the elevation drawing alone is how owners end up repairing concrete long before they expected to.

Building on ECR: questions owners ask

Sometimes, with conditions, and sometimes not at all. It depends on how that stretch is classified under the CRZ rules and where the plot sits relative to the High Tide Line and existing roads. Confirm the position for your specific plot with the authority before you buy or commission drawings.

These areas are within Greater Chennai Corporation, which issues the building permit for a typical individual house, with CMDA for larger buildings. If the plot falls within the coastal zone, the CRZ requirements apply on top of the normal approval.

By designing the concrete for a severe coastal exposure as IS 456 requires: a denser mix, more cover over the steel and thorough curing. We also avoid sea sand and untested groundwater, and choose UPVC or aluminium windows, stainless steel fittings and coastal-grade exterior paint.

Only after testing. Groundwater near the shore is often brackish, and salty water used for mixing or curing concrete speeds up corrosion of the steel. Where the borewell water fails the test, we bring in suitable water for construction.

On our Premium package at ₹2,699 per sq ft, about ₹81 lakh. On Ultra Luxury at ₹3,199, about ₹96 lakh. Approvals, any CRZ process, soil test, compound wall, sump and interiors are extra.

Yes. Plan to repaint the exterior more often than inland, rinse and check metal fittings, and inspect sealants around windows. A well-built structure keeps this to surface maintenance rather than concrete repair.
